Kyoshi doesn’t need the avatar state. The avatar state needs her.

But like seriously the avatars have benefitted from the knowledge Kyoshi passed down the line. And her power too.

Korra may be strong as hell, but she's not stronger than Kyoshi. don't force it

If we count the Kyoshi novels, which are canon, she literally can bend earth at tectonic levels, (we see it in the show)if she have a weakness its is her bending is too powerfull to control it.
She fire bends so hot it goes white, she can bend the water in human body and can stop their heart by frozing it with a simple touch.
She is a natural at airbending because of its family. And all of this without the Avatar State while she was 17 and little to no formal training beforehand.
And she is extreamly resilient too, she took multiple lighting strikes and still manage to get up and finish her opponent. So if we are scaling pure power level, Kyoshi probably is the most powerful Avatar when it comes to bending. Korra is not even close.

Korra's avatar can hardly lift a piece of giant rock. Kyoshi on the other hand move an island "a humongous island".

Avatar Kyoshi was an absolute unit, her unamped Eartbending is on continental level and her other bending was out of control, she had to learn how to control her bending with precision in order not to harm anyone around her

I’ll be honest, Korra is powerful, but kysohi spilt an ENTIRE CONTINENT and used airbending to push MILES AWAY, korra is able to use energy bending and is faster but, kyoshi in almost everything else SOLOS
