3:19 You were right the first time, it's a Tibetan singing bowl. The "mysterious circular motion just above the bowl" is him running the wooden mallet around the edge of the bowl. That's what makes it sing, if you're patient and don't try to rush it. A lot of people strike it to make it ring like a bell, but if you start the vibration this way it's a much more intense sound.
