So there’s a brief window of peace when you let the ghouls in if before resetting the area you kill Tenpenny and Roy the massacre won’t trigger and the ghouls and humans will live together indefinitely.

Here is how I "win" with this quest. I tell Roy that I'm going help the ghouls take over the tower while also telling Gustavo that I'm going get rid of the ghouls. Right before the moment you set the feral ghouls go Roy will give you the ghoul mask which is when I kill him. Getting the mask and the money for killing him, you can also convince the residents to let the ghouls in before killing Roy to farm xp

My biggest problem with this quest is that you get bad Karma for killing Roy when he is the ONLY reason the rest of the ghouls kill everyone in Tenpenny Tower.

Also, if Mr.Burke is still around, Roy is willing to go along with the "Blow up the entirety of Megaton" plan, which is the most evil thing you can do in the game.

I really like quests like these because it shows us that no matter how hard we try sometimes there is no good in the wasteland and people will always stab you in the back

One of the few quests I enjoy in 3. That, The Oasis dilemma, the last Stradivarius violin, and Antagonizer vs the Mechanist. I wish 3 had more quests of that caliber.

I remember i was also doing "You got to shoot them in the head" at the same time and got a notification that Tenpenny was killed without a headshot. I was surprised and assumed the mission had glitched. Went to the tower to reverse pickpocket Tenpenny's unique outfit and it was too late.

I think this is the most narratively interesting quest in fallout 3. it's an interesting contrast for the player's dogooder nature to finally be met with a result worse than if they had simply not gotten involved. given how ultimately black and white most of fo3 tends to be it's surprising that this quest is even still in the game but it does more to hammer home the brutality of the wastelands inhabitants than pretty much anything else in the game.

And this just shows it's maybe best to not get involved in every single thing in the wasteland. I will just leave this whole situation as is, I don't resolve it in any kind of way.

I like how Fallout 2 does this, where its the humans who kill all the ghouls. Especially since it was Vault City, the "Most civilized" faction in the game. The implication being nothing you could say or do will change their minds. Granted, this was actually a bug, but I do feel it does speak more to reality.

I really like this quest actually, the first time someone plays it, it's probably gonna be quite the surprise to find that there's really no good ending to this story, but sometimes in life, that's just how things turn out. The 'good guys' win, and everything seems equitable, but then, under your nose, something far more sinister can happen.

I feel like people complain about the quests in Bethesda RPGs having no real stakes, like there being an obvious good guy, which most people go for, with little to no obvious benefit to choosing the evil side. New Vegas does a far better job of this, with the issues inherent to the NCR's rule amd strategy in it's expansion around Nevada, which plays into many of the quests. Fallout 3 is full of quests where the ethics are pretty black and white, about who's right and wrong, and to me, Tenpenny Tower was a breath of fresh air about being the 'goodie two-shoes' of the Wasteland the player may be trying to roleplay as.

I adore tenpenny tower. The fact that the character can try their best to win and do the good things, but ultimately, the wasteland mindset wins the ghouls over.

I convinced the ghouls and humans to live in peace, then I heard what happened and immediately went straight to tenpenny tower and blasted Roy’s head off

I can imagine they’ll have to be two versions of a speech check for the ghoul lower one will get you the normal option and the higher one will get you a better version

I always help the Goulash take the tower violently, after I nuke megaton, it’s a game I always go evil my first play through of every game that gives me that choice.
