Germany’s Semiconductor Gamble: Is China Ready to Retaliate?

Germany is at a crucial juncture in its geopolitical and global trade relations, especially concerning its ties with China. The groundbreaking of Taiwan Semiconductor Manufacturing Company’s (TSMC) €10 billion semiconductor plant in Dresden marks a significant step for Germany in the global tech landscape and raises important geopolitical considerations. This investment by TSMC, resulting in the creation of the European Semiconductor Manufacturing Company (ESMC) alongside Germany’s major tech firms, aims to bolster Europe's semiconductor production capacity significantly.

Amidst global chip shortages that have notably impacted the automotive industry, this new facility is set to produce 40,300 wafers monthly, primarily for automotive use, while creating 2,000 high-tech jobs in the Saxony region. This move aligns with the European Union’s ambitious European Chips Act, aiming to expand Europe’s global semiconductor market share from 9% to 20% by 2030. Germany views this venture as critical to its technological sovereignty and economic future.

However, the engagement with Taiwan through TSMC has drawn attention and concern from China, Germany’s largest trading partner, which considers Taiwan a separatist province. Germany’s strategic handling of this investment—emphasizing its economic rather than political nature—is crucial to maintaining its delicate relationship with China.
