I'd like to say that there is at least one exception to the watering rule, that being a wetlands terrarium. In a wetlands terrarium, the aim is to simulate the soggy shoreline of a wetland, such as a swamp, marsh, fen, or bog. For this type of terrarium, you actually WANT the substrate to be soggy because the plants and animals that live in those kinds of conditions actually NEED that level of moisture in order to survive. Of course, I'd say you still don't want any more than a few millimeters of visible water or else it ceases to be a terrarium and instead becomes a riparium.
