This error means that the system fails to validate the installation sources and requires you to restart the installation.
The Windows cannot find license terms error can be solved by resetting your BIOS.
A different solution for this problem is to use a third-party tool to create a bootable media.

{Fix} - Create VM with NO DVD Image. Set image after vm is created. Same fix for Virtualbox.

Thank you so much! This also worked for me in VirtualBox by leaving the initial ISO selection empty and then allocating it AFTER the VDI was created!

Waste of 6 minutes just yapping. Just don't select the ISO when creating the VM. Select OS later instead, then add the .iso to the VM after it's created. There you go, 6 minutes saved

This makes absolutely ZERO sense!! How is this a thing?!?! Your fix WORKED!!! Would never have thought to do it this way - I though the iso was corrupt. Well done and silly MS for having this bug. Worked on 2012 R2 iso for me.

Thanks for the video, is kinda weird to having to install ISO's from the evaluation center this way. Does anyone knows why is it? I guess it must be due to some VMware approach to the installation process during the easy install and the custom one

Noticed that, if you have more than 1 core selected it give this error too - maybe try to get through the installation and then increase the core count
