Honestly the bug that makes the least sense that can’t learn fly is Yanmega which is said to be Able to support an adult human in flight.

I think the most weird move learning is Hondedge. It entire evolution line can't learn cut beside they are literal swords. He can still learn other sword related moves tho

In the first generation Scyther irritated me too as a part flying type that couldn’t use fly. It just meant it was weak to ice/electric but couldn’t use the typing to its advantage.

Wooper is the fist that’s why he can learn it. It actually helped me a lot in Pokémon crystal when I only had quagsire left and I ice punched his entire team OHKOing every Pokémon

I think why most birds can learn heat wave is something to do with air pressure and them being able to manipulate gust of winds. Kinda like feeling a very warm or hot breeze during afternoon.
