we need to clarify this once and for all, usually by tracking an ip address u do not find the exact location of the "victim" but you simply find the closest server where your provider is connected, and in fact rebooting the modem (if with dynamic ip) the modem will change server and therefore location.
But if you have nothing to hide, I see no reason to worry, just reboot the modem
and above all, use passwords of 12 characters up for your modem.
If u have something to hide or worry about, use proxy’s.
And please don't use free vpn, usually when something is free it's your data for sale.
