hmm yes you can, but not directly. and not without a court order. you can get a general location from an IP, but for a name and address you would have to get that from the service provider, which is quite easy to find. you then just need a court order in that jurisdiction to get the name and address associated with that IP.

And add into that, VPNs. For less than the price of a candy bar, you can get a piece of software that gives everything you do an IP address from the other side of the world. For the price of a Netflix sub, you can get a good one that can even fool ... Netflix. People do it to watch shows only available overseas. People in the US do it to binge Law and Order: UK. UK users do it to get access to US movies earlier than they are sometimes offered there. Canadians and Aussies do it to do both. Chinese users do it to get around the Great Firewall. Every country has VPN hosts and users.

You could also sue, instead of going to Law Enforcement, but likely you will end up spending a lot of money and not getting much to show for it. Like 6 figures to get close to them and they can defeat all your spending like I said above, by spending the price of a Netflix sub or less. With Tor, they might not even need to spend anything.

One minor point, not all IP addresses are owned by an ISP. Large organizations will often get their own address blocks from ARIN or other registry.

IP blocks are usually allocated in blocks that are specific to a region, which might be as large as a county or small as a few square blocks. A little detective work from there can solve the rest.

OK then how does a certain computer get recognized? Paypal says, "we recognize you on this computer so you don't need to log in." That is great! Why can't this be used by everyone to eliminate this password crap?

The thing is that IP adresses often change. If you have someones IP adress, who is causing you trouble, it might get some time for law enforcement to get court order. Meanwhile, the suspects IP adress could change. Do the ISP have any database about what ip adress was used by who in certain time?

I don't know how they do it but certain companies sue or arrest people for illegally downloading copyrighted music or movies off torrents. I've read articles of people being arrested and also being sued for millions. I remember one time a mom got locked up because her kid went online and downloaded music and since the internet was in her name she got in trouble.

if everyone used a VPN then there would not be any problem regarding someone knowing your IP number because it will probably show as being on the other side of the world.

Companies like just answer or whose ip or other shouldn't bein business. You pay them then they cant help you. Its against their privacy policies then they give you ideas of what to look for expecting you to be the expert they claim to be. Its very aggravating.
