Chancellor Palpatine used every event of the Clone Wars to consolidate more power. Shortly after the Enhanced Security and Enforcement Act was tabled in the Senate, Senator Bail Organa’s ship was attacked by pirates while en route to Coruscant. The audacity of the assault sent shockwaves through the Senate, compelling many to demand that Palpatine reintroduce the stringent act. In response, former Chancellor Finis Valorum could no longer remain quiet, and after eleven years of self-imposed isolation, he secretly approached Senator Organa with his suspicions of Palpatine. Little did they know, their discussion was being monitored from the shadows. Later, Organa informed the Chancellor that he would oppose the Enforcement Act, leaving Sidious with one solution. Disaster struck the very next day. The refugee transport Star of Iskin was destroyed by a terrorist attack as it departed Coruscant, and only a few individuals were aware Finis Valorum was aboard the freighter.
