It carried over from horse races because they would often have billiard tables in their betting parlors called "poolrooms" or I suppose "poolhalls" and to pass the time between races they would play billiards, eventually calling it "shooting pool"

Best English billiards player ever is an Australian genius called Walter lindrum. He was about nearly 100 years ago. The best 2 players in England at the time were Joe Davis and Tom Newman, Walter lindrum came over to play them and would often give them a 7000 point start first to 12000 and win. 😎
