The question still stands that the countries of the world can’t agree and keep treaties over the years but this treaty amongst all the countries has lasted and still is agreed upon to this day. So what is actually being done there scientifically that nobody can go there without government or military approval. Nobody from the public knows anything about Antarctica only what they have told us.

Why should anyone need permission to go to an unclaimed, uninhabited destination on earth? 2. You want to thoroughly explore California, and just as you disembark in San Francisco, you are informed that over the course of your stay you are only allowed to explore within a 30 mile radius of your current position. Does that constitute exploring California?
