You know riot has accomplised a great lore building when you know both parties are technically in the right and wrong.
Heimedinger experienced the catastrophic events of the Rune war and was forever traumatized thereby still having doubts of having advance hextech machineries as piltover's future, but in the same time are holding out on the possible evolution of piltover due to having him to wait for more decades in order to improve anything,

On the other hand, Jayce as a human being knows that they can't wait that long for simply they are mortal,
but got way too cocky and is now responsible for the mass dangers of piltover due to hextech plans being leaked out of piltover,

Prof. Heimerdinger was so smart he let himself get kicked out of the council just to dodge Jinx' ult.

They did him dirty. It was coming anyway even without the drama in the lab. I know he can be irritating with his hindrance of Jayce's and Viktor's advancements, but man this is just really damn sad. The way he drops his ears down :( I hope we see more of him in the final three episodes.

I just noticed that Heimerdinger started the scene in the center of the frame and Jayce slowly pushed him out to the right edge of the frame.

The saddest part is that Jayce has a good reason for it. His passivity, his "just wait and everything will work out" mindset, blinded him from seeing the corruption around the cities, and problems that needed immediate and urgent solutions. As Jayce points out, humans do not have the luxury of centuries old lifespans, and they cant rely on empty promises

I can absolutely side with both here. Hextech is still new and untested and needs a lot of work, but the state of the undercity happened on Heimerdinger’s watch.

This scene (as well as the final vote in episode 9) shows that Mel is pretty much the grey eminence of Piltover. When Jayce suggests ousting Heimerdinger, none of the other councilors seems eager to support him. Once Mel has shown her support for Jayce's proposition, they all quickly end up agreeing.
