When your iPhone is exposed to water, it's important to act fast.
First, wipe away any liquid on the outside of your iPhone. Then, remove the SIM card and lay your iPhone on a flat surface with some desiccants, if you have them. Don't put your iPhone in a bag of rice — rice won't absorb moisture, and grains can get lodged in your iPhone.
Wait about 24 hours and try to turn your iPhone on again. If it turns on, back it up immediately! Symptoms of water damage can appear weeks or even months after your iPhone got wet.
