This actually makes a lot of sense.
It's very well established Palpatine plays the Looonng Game.
He needed the resources and authority of the "governmental" Empire to create the "Sith" Empire.
Trying to start with building a Sith Empire out of the old Republic would have been impossible or taken more than his lifetime.
Converting the Republic to an Empire was an easier path than building the Sith empire from scratch. (Crazy, right?)
As Emperor, everyone already does as he says, so diverting resources to "Sith-building" tasks would be simple and done quickly.
