I think some of the more bizarre interactions Jun has with Tomo has to do with the fact they have been close friends for such a long time, their relationship has thus developed in a way that do not necesarily conform to the social standards of interacting with a stranger or a regular friend, Tomo has started to move away from that mindset, but it seems Jun is not ready to move on. I think this is both good and bad, moving into a standard couple would help them grow but it may also rob them of the joys of the current dynamic they have, straning their relationship and making it akward. You always take a risk when romancing a friend, it does not necesarily work and it is very difficult to move back if it doesnt.
