Not just in Saudi Arabia, UAE has totally different pay structures for various Asian workers vs. Americans, etc. My husband worked in Dubai for a decade. He rose through the ranks of a multinational engineering firm eventually because he is exceptionally hard working and talented, but being Pakistani made it a slow process because even Indian managers discriminated against him.
