The Big Picture: Regulating AI - Artificial Intelligence

Hello and welcome to Rajya Sabha Tv… You’re watching the Big Picture with me Frank Rausan Pereira. One of the most powerful men in IT, Sundar Pichai, has backed regulations for artificial intelligence. While Pichai isn’t the first big tech executive to say so publicly, his voice matters, given that Google is arguably the world’s largest AI Company. Tesla and SpaceX chief Elon Musk has been vocal about the need for regulating AI several times in the past. Musk even said that “by the time we are reactive in AI regulation, it’s too late". Microsoft president Brad Smith is another prominent person in tech who has called for regulation of AI. Pichai, in an editorial, advocated for AI to be regulated keeping in mind both the harm and societal benefits that the technology can be used for. He also said that governments must be aligned on regulations around AI for “making global standards work". While India has been vocal about the use of AI in various sectors, it is far from regulating it. A 2018 NITI Aayog paper proposed five areas where AI can be useful. In that paper, the think tank also noted the lack of regulation around AI as a major weakness for India. On this edition of The Big Picture we will analyse the need and challenges in regulating Artificial Intelligence. Joining me on the program today are:

Guests -
Ashutosh Sharma, Secretary, Department of Science and Technology, GoI,
Arnab Kumar, Programme Director, NITI Aayog,
Mausam, Associate Professor, IIT Delhi,
Subimal Bhattacharjee, Cyber Technology Expert,

Key points-
1. Every technology has a light and shadow i.e. benefits and challenges
- Technology is value nuetral
2. Benefits-
- Better evidence based decision making
- improvement in Governance
- Intelligent machines
3. What India should do to tap power of Artificial Intelligence
- Looking for areas where AI will be implemented e.g. Defence, Agriculture, Health, Financial services
- Finding country specific data
- trained workforce
- fine-tuning algorithms and technology to local needs.
4. Initiatives
- Niti Aayog report on AI
- Hackathons conducted by India
- setting up hubs of cyber physical systems
5. Misuse and challenges of AI
- Biasedness in Data which are reflected in Algorithms and technology
- Access to data and technology can amplify inequalities among countries and communities.
- Ethical concerns of AI
- Data collection for feeding AI and privacy concerns e.g. face recognition technology and mass surveillance
- Data flow and data ownership, Data colonialism (data generated by developing companies yet not benefitting out of it)
- Deep fake(fake videos or images using AI and Nueral networks)
- AI and future of jobs
6. Need for a responsible AI(need for regulation)
- To arrest misuse like deep fakes
- Minimize Biasedness and arrest inequalities and Discrimination arising out of it
- Ensuring equitable benefits to all
7. Set of ethical principles (by Google and others) must be deliberated and upheld.
8. Regulation must be continuos and adapt with evolution of technology.

AI is convergence of various tech and decision making syst can act on it by algorithm with deta.
There are harm and societal benefits are raise by prominent tech personal such as sunder p of Google, E Musk of Tesla, Brad Smith of MS, etc.
India has been vocal about AI but far away from regulations are concerned.
*Opportunities :-
Governance, Energy, Agri, Transport, Education, socio-economic strata, connectivity, etc
*Challenges
Biased used, SM manipulation, unethical practices, security, Anchors of wisdom could be suspected, Possibility of implifying inequality, etc
*Regulations
If mass surveillance and manifestation is concerned.
Through thorough evaluation can remove outliers
Asolomos principles of 2017.

Benefits of ai every tech has light and shadow 1 huge data pattern identification 2 rise of intelligent machine combination of many technology 3 figure out application, modification to need ( shortage of hr) 4data protection concerns ( govt pvt sector) 5 ai in defense 6 creation of ecosystem (hack thon) 7 global impacts beyond boundary of nation 8 susceptibility- ethical uses, biases in system data, manipulation of data, self learning difficult to predict 9 entire society driven by data new Water 10strength of India in data generations 11anchor of knowledge becoming lose 12regulation face recognition surveillance state ( nuclear has body to regulate (what's up usage) 13 tech is value neutral use define tech 14 too many stakeholders complexity to reach consensus 15 regulation set of principal, level to regulate, safe harbor ( flying evolution from accident to safety).16 wide reach, speed of regulations with change of ai,
