Eh it kinda did work, it gave soldiers great energy, reduced fear and pain, etc. It was also just generally legal in Germany at the time for regular people to get iirc and it played a role in their economic power, having more energized workforce.

If you think about it, caffeine is like 1/100 meth, and it is used by pretty much everyone to enhance their focus and energy, and by bodybuilders in the form of pre-work out shots to enhance physical performance. Caffeine also does boost reflexes though it can reduce accuracy in shooting longer distances due to shaky hands.
