The guy on the bike could probably have sued the guy in the car for damage to his bike and won. If the bike hit the car hard enough to damage the car, the bike was most likely damaged too.

The plaintiff is one of those people who is never wrong and has developed a charm offensive of intellectual passive aggression. He has gone to great lengths to construct a ridiculous rationale – "if other people are breaking the law and nobody runs into them, then I should be compensated when it happens to me". He invented a whole lot of 'small print' terms and conditions for the 'no right turn' sign which simply did not and could not exist. Sheesh!
