You can get name tags by fishing with enchanted fishing rod, or by finding name tags in a monster spawner

fun fact, in bedrock edition if you arent logged in, you can set your username to grum or dinner bone and it works. i know it did as of 1.16 cause i did it myself cause i was curious, so if it doesnt now oops
