As a homeowner who has had to evict a renter:11 months this tenant lived rent free and didn't pay their water bill that we had to pay because of the rights of the renter.

Scary for the homeowner.

Mind you I have two separate friends who have/had slumlords and fear making complaints because affordable housing is lacking!

I see both sides.

As a senior long time SF tenant, I have had so many issues with habitability that
I have PTSD. Also long term health issues. I paid my rent on time alway. I just wanted heat no mold and mice.
