Looking for a tutorial on how to move rocks was what first introduced me to your channel. =D

If your rocks wont spawn where you want them and it seems like no rocks are spawning, your rock garden area might have a flaw. Such as having tiles considered to be too hiden by objects such as trees. Or too close to behind a cliff. Ive had gardens where i planned to have trees all around the garden, but even though I had a clearance of 1 tile between where I planned the rock and a tree, it didnt spawn a rock. Because the tree was too close and the game determined it would be obscured by the tree. After removing the tree, the rock spawned. And i was able to plant the tree back after the rock spawned.

All I did was place pathing everywhere except for 7 spots for weeds and fossils and the spots I wanted my rock to go in and it worked! At first it didn’t because I didn’t realize the water fountain and bushes I had next to the spots would keep them from growing, but I removed them temporarily and it finally worked! I’ve never made a rock garden before, but I successfully did it and it looks so good!

I have path codes covering grass areas so that rock won't form where I don't want it to, but I will try mannequins

You don't need mannequins or items..you just need to put down tiles or outdoor flooring snf when the island is full the rocks can only spawn in the places without the outdoor flooring like tiles, sand, dirt
