Just dealt with this problem at work, and it turns out we had changed the Hosts file (C:\Windows\System32\drivers\etc\), and one of the urls we modified was the one the connection was refusing.
After wee removed that line and saved the file and refreshed the page, the connection succeeded.  No reboot required.

If you guys this error ERR_CONNECTION_REFUSED on most of your browsers and lot of sites then here's what to do :
1) Download malwarebytes
2) boot to safe mode
3) scan and remove all that has been detected
I faced this error on all my browsers and the number of sites i got this kept increasing . I tried everything thats on the internet then only this worked :)

nothing to do with the web site, I am unable to go any website only on my routeur and it work with firefox so its from google chrome, I put firewall off but still problem is there.

Strange, when I use my TIme Warner internet connection I Get Connection Refused on some sites, if I use my iPhone as a hotspot, they work fine.

this is not true because if you use a program to change your proxy, you will get connection the website !

Delete the hosts file first before you use the ad away app heres the file path if your using root browser / /system/etc and then find the hosts file and delete it
