To Fix ERR_CONNECTION_REFUSED, Do the following steps:-
1. Click the Chrome menu bars in the upper right corner of the Google homepage.
2. Go to Settings - then "Show Advanced Settings".
3. Click on "Change proxy settings" option.
4. Then click on LAN Settings.
5. State "Use a proxy server for your local network"
6. Then close all windows and all programs
7. Perform main steps mentioned in the video guide.

*New Update [IMP]* : After the steps in video are done, we need to execute these commands in addition to refresh the bindings.
1. Click on start menu, and type "cmd", Open Commmand Prompt.
2. Now execute this command "cls --refresh"
3. Now, Open Google.
Search - " *hows tech windows commands* "
Open the link from "www hows tech" site.
4. Execute command no. 11 - sfc scan
Then execute command no. 15 to check disk for issues
Finally Copy and paste command no. 12 & 13 repsectively.

If IPv4 Settings did not work then use these alternate IPv4 Settings -
Choose "Obtain an IP Address Automatically"

In DNS Server addresses, Provide below address
Preferred DNS - 8.8.8.8
Alternate DNS - 8.8.4.4
