I cant enter the playstation system becuse of it, it says i dosnload 11.02 or reinstal (i will loose all my data) i did all the official ps stepski correctly and it still doesn't work- im stuck in safe mode!

I have tried using internet to update, flash drive with 11.50 initializing the system rebuilding the database everything a few times I'm not sure what I'm doing wrong can someone help please?
