Because some of the parts are obsolete. Nevertheless, it's upgradable which will benefit the buyer...I would start upgrading the ssd which is 256gb 💀(500gb~1tb at least), the ram to 32gb 3200/3600 cl16/cl18 🫳🏻🫴🏼🫳🏻, and maybe a 7700xt (gpu is my opinion but...if you don't like it perhaps invest in a 4070...the reason why I recommend that specific graphics card it's because it has the performance between a 4060 ti 16gb and a 4070 12gb and it's at the price of a 4060 ti which is nice...otherwise a 5700xt (runs 1440p on specific settings in most games over 144fps) is a good investment too from AliExpress)

Where I’m from (South Africa) $600 is about R12000, which can get you a prebuilt gaming desktop with a 4090, 1TB M.2 NVME SSD, 32GB of RAM, an i7, and water cooling. Then with the leftover R4000 you can get yourself a respectable 144Hz 1440p monitor for R2000 and use the other R2000 on a headset, mouse and keyboard

Now note i had an old office pc that i tore apart for the case and 1tb of storage and a fan, but it was still less than 600
