During rain and situations of ground water level increasing, does the floor bleed out moisture through capillary action? Or is it completely sealed?

Can this type of floor be used in an interior floor without a floor concrete. Directly on compacted soil ?

Flagstone is too thin to be walked on and joints are very large and inconsistent.
