Katimavik, a Quebec-based charity that runs a youth volunteer program, started FuturePerfect a few years ago. The program was billed as giving youth a full-time job in the tourism industry in Quebec City while living rent-free. But CBC News spoke with several participants who say they struggled to find work or never got a job.
