FOUND THE SOLUTION: ITS BECAUSE ITS ALREADY

Go to settings, click apps, go to apps and features, scroll down till you see the update already there installed and uninstall it...go back into windows update and check for updates and it will re install it and then your done it will give you that nice green checkmark your waiting for. LET ME KNOW IF IT WORKS...WORKED FOR ME

also you have to be more specific considering disk types because maybe for many of us what you type, returns a message like "The arguments specified for this command are not valid.
For more information on the command type: HELP FORMAT" or The selected partition is not a GPT partition.
Please select a valid GPT partition and try again.

what did you type to get into administrator rather than staying in system32 dir? thanks i am admin but what yours show is you're in administrator dir not system32

Use the Minitool Partition program to Move/Resize Partition on C drive and then add space to the Recovery Partition.

thanks for you accurate advice, the tutorial just explains for GPT disk and not MBR,

To delete the WinRE partition, run delete partition override
Create a new recovery partition.
First, check if the disk partition style is a GUID Partition Table (GPT) or a Master Boot Record (MBR). To do that, run list disk. Check if there is an asterisk character (*) in the “Gpt” column. If there is an asterisk character (*), then the drive is GPT.

Otherwise, the drive is MBR.

If your disk is GPT, run create partition primary followed by the command gpt attributes

If your disk is MBR, run create partition primary id=27

To format the partition, run format quick fs=ntfs label=”Windows RE tools”

None of these fixed it the only way was I re installed windows 10 keeping files and ran updates afterwards fixed it on 2 pc’s one laptop
