Some pufferfish are farmed raise which basically makes them non lethal and have no poison. The poison found inside them comes from what the eat in the ocean which are poisonous clams and other things most likely it’s farm raise which shouldn’t kill you and has a very very low chance of doing damage to you.

The whole fish isn't poisonous. Just the sac it has inside itself. And whatever parts that are touching that sac, on the inside and out, will get your lips a bit tingly. You must be trained to filet this fish so that you don't puncture the poisonous sac and it bleed into the rest of the meat
