If that was the whole story then quick little hits on the table would inflate it.

When the ball is moving through the air the air outside is moving faster (from the balls frame of reference) than the air inside. Bernoulli's principle states that fast moving air has lower pressure. While the difference is rather small it's just enough to overcome the weak structure of the tissue paper resulting in air being pulled in through the hole during the entire time it's floating around in the air. The quick taps in the air are also fighting the airs viscosity more as it tries to force it it out the small hole thus reducing the air loss even further. If you have a far enough drop you would inflate the ball just from dropping it. I've done this myself as part of a physics demonstration in school as we tackled this little "paradox" in physics class.

I used to play with these as a kid, and in all those times I never realised it inflates itself. I often blow the air in first. I think mine had a thinner paper, it was really cheap.

where is the recoil force coming from? Elastic return of the paper deformation or expanding of the air that was compressed in the initial hit?

I think Helmholtz resonance helps this principle. The hole will create a reasonably high frequency fundamentals resonance. Above resonance (steep impulse attack response of a hit) air flow will be attenuated, however as the paper regains its shape slowly the air draw will be below resonance and can flow unrestricted.

Just my hypothesis
