I did something different:

I just spawn regular traffic, start traffic, then add two cop cars, start traffic again, and now I got the max traffic plus the two cop cars on top of it.

Heres another way: spawn AI with police or not and turn on your siren and eventually a text in the top corner will say a suspect is escaping and it will say the vehicle name then you can stop the car.
