Thanks for posting this hint. It is not obvious how this tensioner works. It seems like there are just too many mechanical degrees of freedom. Your hint about not tightening the belt tensioner bolt just yet is right on. The tensioner spring along with the circular spring seems to find a natural balance point. Obviously, this is what the original engine design engineers intended. One additional hint is that it after releasing the pin and letting the circular spring spring loose to rotate the eccentric wheel and put tension on the belt, one should probably rotate the engine twice by hand before locking the belt tensioner to 33 ft/lbs.
