UGH NO SHE IS NOT! Belle is! Belle was designed to be in her early/mid 20's, it was confirmed by Paige O'Hara (the voice of Belle) and the animators themselves! The reason they made her in her 20's and not a teenager was so that she would appear as more mature. Some people say she is 17, but she isn't.

Fun fact Elsa and Anna from Frozen are not actually considered official Disney Princesses. They never had a coronation ceremony for the characters which they have for every official princess. Disney made the marketing decision that the Frozen franchise sells so well that moving Anna and Elsa to the Disney Princess franchise would actually hurt in merchandise sales. The official Disney Princess lineup remains Snow White, Aurora, Cinderella, Ariel, Belle, Jasmine, Pocahontas, Mulan, Tiana, Rapunzel, and Merida.
