I’ve been able to do this multiple times. A pretty easy trick is to lay on your stomach and slowly pull yourself forward while remaining in contact with the bridge. Plus if it spins too much, you’re less likely to fall off since you can wrap your arms and legs around the rungs on the ladder.

Last year at the Oklahoma City state fair, I was on the last rung of the ladder and the operator purposefully kicked the railing to shake it so I fell. People saw him and yelled and they didn’t do anything. It’s just corruption.
