I think you're better off dropping the shield and using the full length halberd for defense.

Honestly this is why I like the idea of a properly fitting targe. Rather than having strap to your arm and a handle, the targe has two straps and allows your offhand free. In theory you can two hand with a targe and it offers new opportunities to parry and riposte

Slide it over the shield or shorten grip to ground plant it with a boot. A halberd is made for catching and dismounting so you can use your sword.

I've found a few ways to successfully use a polearm or spear with a shield without sacrificing reach. The most basic is to use a crescent, peanut, or similar shield that has a handy rest built in to accommodate a pole weapon. This does sacrifice a lot of your mobility with the weapon, limiting you just to thrusts and very short cuts. The next is to rest the weapon on your shoulder, relying on the shield to protect you from the front and only swinging the weapon when you have a clear opening. This makes the fight drag on longer while you wait for "the right opportunity." There are a couple of others, but the short version here is that there's always going to be some sort of trade-off. Now, it's important to note that my experience has been in mock combat with my friends, a few impromptu street fights, and SCA fighter practices. I'm not in HEMA.

What if you need to advance under archer fire? Use the shield to soak arrows and use the halberd like it's meant to be used once missile weaponry is no longer a threat.

My dream is to be fit and able to use a halberd one-handed for genuinely no reason. I figure if i'm going to do that, though, would an overall shorter handle make it easier to maneuver? Maybe a heavier bottom spike to bring better balance? I admit i have no classical clue what im talking about, but conceptualizing with medieval combat is one of my favorite ways to pass the time.

Should just use a one handed hammer/mace for armor, small(er) sword or other cutting implement for lightly or unarmored targets, or the trusty spear for general work if you want to use the shield in conjunction

Interesting that you see partisan and rotella in marozzo because both halberd and partisan would be a simillar weight, I'd imagine the balance is similar too. In fact 2 examples from the Met has the partisan slightly heavier at 2591.1g and the halberd at 2320g.
