why every time i turn my computer back on i have to turn off speech recognition. how can i leave it off permanently? or better yet just delete it

can you help me? this windows feature allows for apps using the system.speech namespace to use its speech recognizion to whatever the app wants, but, isn't there a way to activate the speech recognizion BUT stop the regular commands? I don't want it to do all of that, I don't want it for the accecibility, I want the speech recognizion alone, isn't there a way?

This did not solve my issue.. I have turned off speech recognition in every possible window.. from security to privacy to directly turning it off from the options when you right click it.. no matter what I do it randomly turns itself back on every time..
