I have the same problem, I just replace the toilet fill valve seal and it worked. Try that first before you replace the whole fill valve to save money.. it’s very easy to replace the fill valve seal.

Don't buy Mansfield toilets- their fill valves are junk. I'm on my third one in two years. Planning on replacing the toilet with a better brand.
