Are all fuses supposed to light up with a test light? Some new fuses in my box wont light up but they do if i pit them in a different slot. Can some slots be bad or is it norman for some fuse slots to not have power that lights up the test light?

The fuses that do not light up unless the key is on. Is that safe or should you remove the fuse.

I want to check indoor fuses and where should I hook the clip ? There's a bare metal piece on the bottom near the pedals I guess that's a good place ?
