You need to test voltage at each post, not just one. If you have the same voltage reading at each post the fuse is good. If you have voltage at one post but none at the other or low voltage at the other the fuse is bad. Testing at one post only does not allow you to know if the fuse is bad.

How can I test for amps? Have an empty fuse slot with no name and amp rating

Thanks alot i thought we had to connect both heads to fuse that was why i wasnt getting any voltage
