This is what I think...

If they were both separately dropped in vaccum there would be no air resistance, so both will reach the ground at the same time mainly governed by gravity.

Since now they are dropped separately in air, air resistance causes the balloon to touch the ground at a later time.

But in the second drop, the baloon is placed on top of that pillow, which does not allow the balloon to take up any air resistance. So they tend to fall together

We often give the example of the same effect. We talk about the fallen leaves on the road coming together and falling in line along the path that a vehicle has just passed.

I actually expected this because it's just air resistance which makes the air balloon rather sink than fall. The other stuff keeps the air resistance from the balloon.

Gravity acceleration is independent of mass. Since force is the product of mass and acceleration, in order to accelerate all objects of varying mass at the same rate, gravity tends to pull objects with more mass with more force than objects with less mass. We feel this as the object being heavy or light.
