I guess I have a theory why the water isn't going through the holes (correct me if I am wrong)

It might have something to do with Surface-tension

It can be seen for Example if you slowly fill up a cup with water, at a certain point where it's full and almost about to flow out you can see it form a curvature on it's surface.
And that Phenomenon is created by Surface Tension, so I guess that is also the reason why it doesn't leave that basket
