Question on the carburetor adjustment, , I have the same type of engine with the same carb just wondering before adjusting the screws should it be on choke or no choke or? Mine revs really high when the choke is off

I have a tao tao with a japanese carb. It worked great the first few runs, but now I can't get it to stop flooding. Won't start. Just immediately floods. I've adjusted the idle speed and the air/fuel screw. I'm reset it to factory several times and played with it from there several times. No matter what, it just floods. I've checked for air leaks and there are none. I've checked if the spark plug sparks, and it does, although I have no way of measuring the strength of the spark. Every time I pull the plug, it is wet, though. Definitely can't seem to get it to stop flooding. Advice?

I took the carb out and I couldn't get the screws out they had a flat metal cover and I could not get the screws out if anyone can tell me how to get them out please lmk
