It means having faith in God and works mean praying fasting and repenting.

Jesus just said to believe, and did not mention works here in these few words that Jesus quoted;
John 3:15-16
15 That whosoever BELIEVETH in him should NOT PERISH, but HAVE ETERNAL LIFE
16 For God so loved the world, that he gave his only begotten Son, that whosoever BELIEVETH IN HIM should not perish, but have EVERLASTING LIFE.
John 3:36
He that BELIEVETH on the Son HATH EVERLASTING LIFE and he that believeth not the Son shall not see life; but the wrath of God abideth on him.
John 5:24
Verily, verily, I say unto you, He that heareth my word, and BELIEVETH on him that sent me, HATH EVERLASTING LIFE; and shall not come into condemnation; but is passed from death unto life.
John 6:40
40 And this is the WILL of him that sent me, that every one which seeth the Son, and BELIEVETH on HIM, may HAVE EVERLASTING LIFE: and I will raise him up at the last day.
John 6:47
47 Verily, verily, I say unto you, He that BELIEVETH on me HATH EVERLASTING LIFE.
John 11:26
And whosoever liveth and BELIEVETH in me shall NEVER DIE. Believest thou this?

And this is LIFE ETERNAL that they might know thee the only true God, and Jesus Christ, whom thou hast sent.

( as for the devils the scripture in James never said they believe in God; let us read if carefully;
James 2:19 Thou believest that there is one God; thou doest well: the devils also believe, and tremble.
( Believe WHAT ( IN ONE GOD ) it never said they believed in God )
Then you added works to Abraham when James never said such a thing, James never even mentioned Faith or Works when talking about God and Abraham in the same VERSE;
( James 2:23 And the scripture was fulfilled which saith, Abraham believed God, and it was imputed unto him for righteousness: and he was called the Friend of God.)
Notice no mention of Works or Faith in that verse friend!

You see James is just talking about a Man showing his faith before man to be justified before man, Not before God. IF It is WORKS! then it would be heresy when mentioning works for righteousness. This is Why James says ( SHOW ME and I will SHOW THEE BY MY WORKS )

When Mentioning Matthew 7 the false Prophets you said they believed but were not accepted, that is false teaching friend, for they never believed in the first place let us look at scripture;
Matthew 7:21 Not every one that saith unto me, Lord, Lord, shall enter into the kingdom of heaven; but he that doeth the will of my Father which is in heaven.
( What is the Father's WILL? )
John 6:40
And this is the WILL of HIM that SENT ME, that every one which seeth the Son, and BELIEVETH on him, may have everlasting life: and I will raise him up at the last day.
