Sims 1 vs Sims 2 vs Sims 3 vs Sims 4 - Adoption

Sims 1
In The Sims 1, there isn't an option to for adoption at any time. If there are at least two adult Sims in the household, you might receive a random phone call from an adoption agency, asking you if you would like to adopt a baby, right now. If you say yes, a crib with a baby will appear. You can then name the baby however you like. In The Sims 1 you can only adopt a baby.

Sims 2
In The Sims 2, unlike The Sims 1, you can initiate an adoption whenever you like from your phone. the adoption is free of charge, but you have to have at least §3000 to adopt. If your Sim has a memory of a child being taken by the social services, you will be rejected for adoption. If the adoption is approved, a social worker will bring the kid at 10am the next day. upon arrival you can decide if you want to adopt a baby, a toddler, or a child. If you choose a baby and the baby was not taken away from another household, you can name it.
The social worker will come in a vehicle, and the baby will sit in the back. When you adopt a toddler, the social worker will take the child in their arms and drop it off on the ground outside the household.
If your Sim adopts a child, the child will open the door, wave to the Social Worker and go inside.

Sims 3
In the Sims 3, you can also initiate adoption over the phone. the adoption itself is free of charge. But unlike The Sims 2, the Social Worker will arrive on the home lot immediately. Now you can choose the age and gender of the adoptee and also their name. If a baby is adopted, the adoptive parents will get a few days off work. the social worker comes driving a car. if a baby is adopted, the social worker will bring the baby in a basket and place it on the floor in your house
Also when you adopt a toddler, the toddler will also come in a basket. the basket will disappear when your Sim picks up the toddler.
When you adopt a child, the child and the social worker will teleport from the car.

Sims 4
You can also adopt in The Sims 4. the adoption costs §1,000. The player will be shown a pool of adoptable babies, toddlers and children, and can choose from that pool. After selecting a child, your Sim will disappear and go in the adopting agency.
If you adopt a baby, when your Sim returns, the baby will magically appear in a crib in your house. If you decide to adopt a toddler, your Sim will appear in front of the house with the toddler. The same thing will happen when you adopt a child. The adoptive parents will get a few days off work.

Bonus fun fact about Sims 2: if you adopt a child or a toddler then they’ll just be a randomly generated Sim (with one of the default face templates), but if you adopt a baby then they’ll be a genetic mix of two random townies from your hood! This also applies to adopting puppies and kittens from the Pet Adoption Service - the puppy or kitten will be a genetic mix of two strays from your neighbourhood!

As I understand it, in TS2 children who are taken away from their families by social services go into the adoption pool. So it's possible for one family to adopt a child who was part of another family.

Even though the animation is a bit glitchy, it's cool how much effort was put into even tiny things like adoption in the sims 2

Sims 2, even with the social worker's vehicle glitches, reigns supreme. Plus, the added bonus of children taken away being added to the adoption pool, just goes to show how much attention to detail was taken into consideration (only to be lost to corporate greed afterwards).
