It’s simple, super forms aren’t actually going super saiyan, they’re like a green lantern ring with infinite willpower. Also, he can teleport short distances without an emerald, which is called chaos snap, and looks like it does in the trailer. And as others have already correctly mentioned, he does take the rings off at the end of his story in sonic 06 and the cutscene is awesome.

Actually, Shadow's Limiter Rings appeared in one cutscene in the Sonic the Hedgehog (2006) video game. It was the last or one of the last cutscenes in the Shadow campaign.
For the most part though, you are correct, the Limiter Rings don't really have any relevence in the games.

The reason why Gerald needed Black Doom's DNA was because he was having difficulties in creating a body that could absorb and sustain the energy of the Chaos Emeralds. The Biolozard proved to be a failed design because it grew too much too fast, it required a life support system to remain alive, and was in constant pain. Black Doom had the ability to harness the power of the Chaos Emeralds, which he passed on to Shadow in exchange for the Emeralds later.

In SA2 it is implied absorbing the energyof the Chaos Emeralds is not something anyone can do. You need a "Chaos Control Organ" for it. At least for artificial beings.

The limiter Rings also appear in Sonic 06, so they are indeed canon to the Sonic video games

I gotta correct you on a few things: First Shadow is not the strongest being in his super form. In SA2 Shadow admits that Sonic is the Ultimate Life Form. Next, Gerald is the grandfather to Eggman. Eggman actually knew very little about his grandfather, but wanted to be a great scientist like him. Also the limiter rings are featured in Sonic 06 when Shadow is fighting Mephiles

The inhibitor rings(the name of his bracelets) do show up in a game. "Sonic the Hedgehog" 2006, in his ending he takes them off to defeat an army of Mephilis giving one of his best speeches in the character's history.

Listen to Keanu Reeves as the voice of shadow the hedgehog was a very good choice in the long run, considering he could go from a smooth cool persona to a very menacing one in less than five seconds speaks for itself aka his time as John Wick.
