How to Delete All Photos from iPhone in Seconds [With/Without iCloud]

How to delete all photos from iPhone
Open the Photos app on your iPhone and navigate to Library --- All Photos.
Tap Select top right.
Tap the trash icon bottom right --- Delete [x] Items.
Now, go to Albums --- Recently Deleted.
Tap Select top right --- ellipsis bottom right ---Delete All --- Delete from this iPhone.

So if I turn iCloud back on after deleting the photos they will automatically be added back to my phone? I have 30+ thousand photos and want to start over but would also like the new photos saved to iCloud without adding the 30, 000 back on to my phone. Is that possible?
