The one glaring issue here is the reason they don't show the ACTUAL decoy on TCaP, but rather use a childhood photo from a member of the staff.
It would be very easy to get off without any charges because all you'd have to say is "As soon as I saw her, I realized it was a 19 year old pretending to be 14!" and there's no real way of proving that to be a lie, because it really WAS a girl of legal age PRETENDING to be a minor, which is why TCaP always made sure never to let the predators see the decoy until AFTER the actual crime (showing up after expressing intent) was committed.
