The laugh at 1:08 is truly terrifying. Sure, Joyboy brings liberation, and makes people smile, but there is a darker side to it. Imagine giving your heart and soul into a battle, trying to defeat this adversary who warps the very world around him, and he simply laughs it off, as if everything, the battle, you, the entire world, is just one big joke to him. You aren’t fighting someone, you are fighting a goddamn force of nature.

I think part of what sells this scene so much better in the English dub is the sound editing. You're not just hearing the VA's dialogue and laughter, the localization also incudes extra vocal filters, echos, and other effects that make it sound more epic.
I dare say, the echo does half the work for 1:03 and 1:08

I don’t know what’s more terrifying. The way Colleen’s laugh basically steals the show for this moment, or the fact that Gear 5 is warping the very fabric of reality right now and Luffy hasn’t even put his foot on the accelerator yet.

I actually like the contrast between the sub and dub and how they're both right. Mayumi presents a very hysterical wtf is happening side to gear 5 while Colleen's is a much more menacing take. Either way you know gear 5 isn't something you want to be on the receiving end of.
